By LARRY NEUMEISTER, Associated Press NEW YORK (AP) — In an angry outburst in a New York courtroom, Rudy Giuliani accused a judge Tuesday of making wrong assumptions about him as he tries to comply with an order requiring him to turn over most of his assets to two election poll workers who won a libel case against him. U.S. District Judge Lewis J. Liman responded by saying he’s not going to let the former New York City mayor and onetime presidential candidate blurt things out anymore in court unless he’s a sworn witness. The interruption to an otherwise routine pretrial hearing in Manhattan came as the judge questioned Giuliani’s lawyer about why Giuliani has not yet provided the title to a car he has relinquished in his effort to satisfy a $148 million defamation judgment won by two former Georgia election workers. “Your client was the U.S. attorney for this district,” the judge said, referring to Giuliani’s years in the 1980s as the head of the federal prosecutor’s office in the Southern District of New York, as he suggested it was hard to believe that Giuliani was incapable of getting a duplicate title to the car. Related Articles Giuliani learned forward and began speaking into a microphone, telling the judge he had applied for a duplicate copy of the car’s title but that it had not yet arrived. “The implication I’ve been not diligent about it is totally incorrect,” Giuliani said in a scolding tone. “The implication you make is against me and every implication against me is wrong.” Giuliani went on: “I’m not impoverished. Everything I have is tied up. I don’t have a car. I don’t have a credit card. I don’t have cash. I can’t get to bank accounts that truly would be mine because they have put ... stop orders on, for example, my Social Security account, which they have no right to do.” Liman responded by warning defense lawyers that the next time Giuliani interrupts a hearing, “he’s not going to be permitted to speak and the court will take action.” The judge said Giuliani could either choose to represent himself or let lawyers do so, but “you can’t have hybrid representation.” If Giuliani wants to speak in court again, he can be put on the witness stand and be sworn as a witness, Liman added. The exchange came at a hearing in which the judge refused to delay a Jan. 16 trial over the disposition of Giuliani’s Florida residence and World Series rings. Those are two sets of assets that Giuliani is trying to shield from confiscation as part of Liman’s order to turn over many prized possessions to the poll workers. Earlier in the proceeding, defense attorney Joseph M. Cammarata asked Liman to delay the trial, which will be heard without a jury, for a month because of Giuliani’s “involvement” in inauguration planning for President-elect Donald Trump. “My client regularly consults and deals directly with President-elect Trump on issues that are taking place as the incoming administration is afoot as well as (the) inauguration,” Cammarata said. “My client wants to exercise his political right to be there.” The judge turned down the request, saying Giuliani’s “social calendar” was not a reason to postpone the trial. Giuliani, who once served as Trump’s personal attorney, was found liable last year for defaming two Georgia poll workers by falsely accusing them of tampering with ballots during the 2020 presidential election. MORE than 150,000 illegal migrants have arrived on small boats in the last five years — enough to fill a town the size of Blackpool. On Boxing Day , 407 people made the journey in ten boats, while pictures suggest crossings continued into yesterday. ATLANTA (AP) — President Joe Biden's administration announced Tuesday that the U.S. Department of Energy will make a $6.6 billion loan to Rivian Automotive to build a factory in Georgia that had stalled as the startup electric vehicle maker struggled to become profitable. It's unclear whether the administration can complete the loan before Donald Trump becomes president again in less than two months, or whether the Trump administration might try to claw the money back. Trump previously vowed to end federal electric vehicle tax credits , which are worth up to $7,500 for new zero-emission vehicles and $4,000 for used ones. Rivian made a splash when it went public and began producing large electric R1 SUVs, pickup trucks and delivery vans at a former Mitsubishi factory in Normal, Illinois, in 2021. Months later, the California-based company announced it would build a second, larger, $5 billion plant about 40 miles (64 kilometers) east of Atlanta, near the town of Social Circle. The R1 vehicles cost $70,000 or more. The company plans to produce R2 vehicles, a smaller SUV, in Georgia with lower price tags aimed at a mass market. The first phase of Rivian’s Georgia factory is projected to make 200,000 vehicles a year, with a second phase capable of another 200,000 a year. Eventually, the plant is projected to employ 7,500 workers. But Rivian was unable to meet production and sales targets and rapidly burned through cash. In March, the company said it would pause construction of the Georgia plant. The company said it would begin assembling its R2 SUV in Illinois instead. CEO RJ Scaringe said the move would allow Rivian to start selling the R2 sooner and save $2.25 billion in capital spending. Since then, German automaker Volkswagen AG said in June it would invest $5 billion in Rivian in a joint venture in which Rivian would share software and electrical technology with Volkswagen. The money eased Rivian's cash crunch. Tuesday's announcement throws a lifeline to Rivian's grander plans. The company said its plans to make the R2 and the smaller R3 in Georgia are back on and that production will begin in 2028. “This loan would enable Rivian to more aggressively scale our U.S. manufacturing footprint for our competitively priced R2 and R3 vehicles that emphasize both capability and affordability,” Scaringe said in a statement. The Energy Department said the loan would substantially boost electric vehicles made in the United States and support Biden’s goal of having zero-emission vehicles make up half of all new U.S. sales by 2030. “As one of a few American EV startups with light duty vehicles already on the road, Rivian’s Georgia facility will allow the company to reach production volumes that make its products more cost competitive and accelerate access to international markets,” the department said in a statement. The loan includes $6 billion, plus $600 million in interest that will be rolled into the principal. The money would come from the Advanced Technology Vehicles Manufacturing Loan Program, which provides low-interest loans to make fuel-efficient vehicles and components. The program has focused mostly on loans to new battery factories for electric vehicles under Biden, but earlier helped finance initial production of the Tesla Model S and Nissan Leaf, two pioneering electric vehicles. The loan program, created in 2007, requires a "reasonable prospect of repayment" of the loan. Under Biden, the program has announced deals totaling $33.3 billion, including $9.2 billion for massive battery plants in Tennessee and Kentucky for Ford’s electric vehicles. Democratic U.S. Sen. Jon Ossoff , who has been a vocal supporter of electric vehicle and solar manufacturing in Georgia, hailed Tuesday's announcement as “yet another historic federal investment in Georgia electric vehicle manufacturing.” Ossoff had asked Energy Secretary Jennifer Granholm to support the loan in July. “Our federal manufacturing incentives are driving economic development across the state of Georgia,” Ossoff said in a statement. Georgia Gov. Brian Kemp says his goal is to make Georgia a center of the electric vehicle industry. But the Republican has had a strained relationship with the Biden administration over its industrial policy, even as some studies have found Georgia has netted more electric vehicle investment than any other state. Kemp has long claimed that manufacturers were picking Georgia before Biden's signature climate law, the Inflation Reduction Act, was passed. Efforts to bring Rivian to Georgia predated the Biden administration and "our shared vision to bring opportunity to Georgia will remain no matter who resides in the White House or what party controls Congress,” Kemp spokesperson Garrison Douglas said Tuesday. The loan to Rivian could rescue one of the Kemp administration's signature economic development projects even as Biden leaves office. That could put Rivian and Kemp in the position of defending the loan if Trump tries to quash it. State and local governments offered Rivian an incentive package worth an estimated $1.5 billion in 2022. Neighbors opposed to development of the Georgia site mounted legal challenges. State and local governments spent around $125 million to buy and prepare the nearly 2,000-acre (810-hectare) site. The state also has completed most of $50 million in roadwork that it pledged. The pause at Rivian contrasts with rapid construction at Hyundai Motor Group’s $7.6 billion electric vehicle and battery complex near Savannah. The Korean automaker said in October that it had begun production in Ellabell, where it plans to eventually employ 8,500. Ukraine and its western allies say North Korea has sent thousands of soldiers to support Russia's army, in what is seen as a major escalation in the nearly three-year war following Moscow's 2022 invasion. "Today there were reports about several soldiers from North Korea. Our soldiers managed to take them prisoner. But they were very seriously wounded and could not be resuscitated," Zelensky said in an evening address posted on social media. South Korea's spy agency said earlier on Friday that a North Korean soldier who was captured while fighting in Russia's war against Ukraine had died of his wounds. Zelensky did not specify how many North Koreans had died after being captured by Ukrainian troops. Zelensky had earlier said that nearly 3,000 North Korean soldiers had been "killed or wounded" so far as they joined Russia's forces in combat in its western Kursk border region, where Ukraine mounted a shock incursion in August. CAPE CANAVERAL, Fla. — Known across the globe as the stuck astronauts, Butch Wilmore and Suni Williams hit the six-month mark in space Thursday with two more to go. The pair rocketed into orbit on June 5 , the first to ride Boeing's new Starliner crew capsule on what was supposed to be a weeklong test flight. They arrived at the International Space Station the next day, only after overcoming a cascade of thruster failures and helium leaks . NASA deemed the capsule too risky for a return flight, so it will be February before their long and trying mission comes to a close. While NASA managers bristle at calling them stuck or stranded, the two retired Navy captains shrug off the description of their plight. They insist they're fine and accepting of their fate. Wilmore views it as a detour of sorts: "We're just on a different path." "I don't look at these situations in life as being downers." Boeing flew its Starliner capsule home empty in September, and NASA moved Wilmore and Williams to a SpaceX flight not due back until late February. Two other astronauts were bumped to make room and to keep to a six-month schedule for crew rotations. Boeing said this week that input from Wilmore and Williams was "invaluable" in the ongoing inquiry of what went wrong. The company said it is preparing for Starliner's next flight but declined to comment on when it might launch again. NASA also has high praise for the pair. "Whether it was luck or whether it was selection, they were great folks to have for this mission," NASA's chief health and medical officer, Dr. JD Polk, said during an interview with The Associated Press. NASA astronauts Suni Williams and Butch Wilmore, both Expedition 71 flight engineers, make pizza Sept. 9 aboard the International Space Station's galley located inside the Unity module. Items are attached to the galley using tape and Velcro to keep them from flying away in the microgravity environment. On top of everything else, Williams, 59, had to deal with "rumors," as she calls them, of serious weight loss. She insists her weight is the same as it was on launch day, which Polk confirms. During Wednesday's student chat, Williams said she didn't have much of an appetite when she first arrived in space. But now she's "super hungry" and eating three meals a day plus snacks, while logging the required two hours of daily exercise. Williams, a distance runner, uses the space station treadmill to support races in her home state. She competed in Cape Cod's 7-mile Falmouth Road Race in August. She ran the 2007 Boston Marathon up there as well. She has a New England Patriots shirt with her for game days, as well as a Red Sox spring training shirt. "Hopefully I'll be home before that happens — but you never know," she said in November. Husband Michael Williams, a retired federal marshal and former Navy aviator, is caring for their dogs back home in Houston. As for Wilmore, 61, he's missing his younger daughter's senior year in high school and his older daughter's theater productions in college. WASHINGTON (AP) — Federal prosecutors moved Monday to dismiss the criminal charges against President-elect Donald Trump that accused him of plotting to overturn the 2020 election and to abandon the classified documents case against him, citing longstanding Justice Department policy that says sitting presidents cannot face criminal prosecution. The decision by special counsel Jack Smith, who had fiercely sought to hold Trump criminally accountable for his efforts to subvert the 2020 election, represented the end of the federal effort against the former president following his election victory this month despite the election-related cases and multiple other unrelated criminal charges against him and is headed back to the White House. (AP) — Aidan O'Connell will start at quarterback when the Las Vegas Raiders visit their AFC West rival and two-time defending Super Bowl champion Kansas City Chiefs on Friday. Raiders coach Antonio Pierce made the announcement Wednesday, saying O'Connell had progressed well after breaking his right thumb on Oct. 20 in a 20-15 loss to the Los Angeles Rams . “He’s been dialed in obviously throughout this time that he’s been on (injured reserve),” Pierce said. "He’s been at all the meetings. He’s been very encouraging on the sideline. He’s got that laser-eye focus right now. Great opportunity for him.” Gardner Minshew broke his left collarbone on Sunday in a game against the Denver Broncos and is out for the season . The Raiders could have gone with Desmond Ridder to replace Minshew. Las Vegas signed Ridder off Arizona’s practice squad on Oct. 21. He started 13 games for Atlanta last season, passing for 2,836 yards and 12 touchdowns with 12 interceptions. Pierce opted for O'Connell, who became the starter midway through last season and went 5-4 the rest of the way. Minshew beat him out for the job in the preseason but then struggled through five games. Pierce then put O'Connell in the starting lineup on Oct. 13 against the Pittsburgh Steelers. The Ministry of Social Development and Human Security is proposing to expand the early childhood development scheme, with details to be sent to cabinet. Minister of Social Development and Human Security, Varawut Silpa-archa, said the proposal is an enhanced version of the current scheme, which provides children, from newborns to six years of age, from poor families a monthly allowance of 600 baht per child to ensure sufficient funds for their development. Under the proposed scheme, Mr Varawut said the 600-baht monthly allowance will be extended to cover all children under the age of six. The number of eligible recipients is estimated at 3.2 million, he said. The Department of Children and Youth (DCY) has forwarded the proposal to the ministry for further submission to the cabinet. If approved, the scheme will be implemented in the 2026 fiscal year. However, he said, the cabinet will have a final say in the matter. The proposal, he said, will require an additional budget of 6.7 billion baht to cover all the recipients, saying amount is relatively small compared to other schemes. He said the programme should be implemented to ensure all children have a proper early childhood development, especially considering the country's declining birth rate. The minister said the proposal has been reviewed by the public, and most people asked about it preferred the allowance increased to 1,200 baht for current recipients. The child development support programme was launched in 2015. Under the scheme, children from poor families were given 400 baht per month until they turned one. The policy was later expanded to cover children up to six years old, and the allowance was raised to 600 baht a month. For a household to qualify for the scheme, the household's earnings must not exceed 100,000 baht per annum. McCourt, who formerly owned the Los Angeles Dodgers baseball team, said he has received verbal funding commitments totaling $20 billion from a consortium of investors to rescue the app from legal purgatory as it awaits a Supreme Court decision to determine if it will be forced to sell its U.S. operations. His vision for TikTok includes revamping the company's advertising model so that users will have control over the ads and type of content they want to see. Over time, TikTok could earn revenue through ecommerce and licensing data for artificial intelligence training models - with users' consent - which will diminish the business' reliance on ads. "When you give permission for your data to be used and you receive compensation, it's flipping this 180 degrees and giving the user the power," McCourt said this week. The plan faces several hurdles, including TikTok's repeated assertions that it cannot be divested from its owner, Chinese tech firm ByteDance. McCourt said the bid for TikTok would exclude the algorithm that determines the content that users see, in order to reduce complications for ByteDance. The Chinese government in 2020 added content recommendation algorithms to its export-control list, requiring a divestiture or sale of TikTok's algorithm to go through its administrative licensing procedures. TikTok's appeal to the Supreme Court is a last-ditch effort to overturn a law signed by U.S. President Joe Biden that seeks to force a sale over national security concerns, or else the app will be banned on Jan. 19. McCourt said he believes the Supreme Court will uphold the law, after which ByteDance could be open to negotiations. Until then, he is focused on smoothing the path to an acquisition. McCourt said he and his team have had "preliminary conversations" with members of President-elect Donald Trump's incoming administration. Trump tried to ban TikTok in 2020 but has since reversed his view, saying on Dec. 16 that he has "a warm spot in my heart for TikTok." A spokesperson for Trump did not respond to a request for comment. The team is also speaking with potential CEO candidates for the new TikTok, McCourt said. One source familiar with the matter said the team approached V. Pappas, TikTok's former chief operating officer. Pappas did not respond to a request for comment. Realizing an explanation would be lost on the youngster, Shoup summoned a deep, jolly voice and replied, “Ho, ho, ho! Yes, I am Santa Claus. Have you been a good boy?” Shoup said he learned from the boy's mother that Sears mistakenly printed the top-secret number. The tradition was born. “Note to the kiddies,” began an AP story from Colorado Springs on Dec. 23, 1955. “Santa Claus Friday was assured safe passage into the United States by the Continental Air Defense Command.” In a likely reference to the Soviets, the article noted that Santa was guarded against possible attack from "those who do not believe in Christmas.” Some grinchy journalists have nitpicked Shoup's story, questioning whether a misprint or a misdial prompted the boy's call. In 2014, tech news site Gizmodo cited an International News Service story from Dec. 1, 1955, about a child's call to Shoup. Published in the Pasadena Independent, the article said the child reversed two digits in the Sears number. "When a childish voice asked COC commander Col. Harry Shoup, if there was a Santa Claus at the North Pole, he answered much more roughly than he should — considering the season: ‘There may be a guy called Santa Claus at the North Pole, but he’s not the one I worry about coming from that direction,'" Shoup said in the brief piece. In 2015, The Atlantic magazine doubted the flood of calls to the secret line, while noting that Shoup had a flair for public relations. Phone calls aside, Shoup was indeed media savvy. In 1986, he told the Scripps Howard News Service that he recognized an opportunity when a staff member drew Santa on the glass map in 1955. A lieutenant colonel promised to have it erased. But Shoup said, “You leave it right there,” and summoned public affairs. Chairing a review meeting on the implementation of three new criminal laws in Uttarakhand, HM Shah reviewed the implementation and current status of various new provisions related to police, jails, courts, prosecution and forensics in Uttarakhand. Emphasising on the use of technology, the Home Minister said that more than one forensic mobile van should be available in every district of the state. He said that the Uttarakhand Chief Minister should review the progress of implementation of the three new laws every 15 days and the Chief Secretary and DGP once a week with the officials of all the departments concerned. Union Home Secretary, Chief Secretary and the Director General of Police (DGP) of Uttarakhand, Director General of the Bureau of Police Research and Development (BPR&D), Director General of the National Crime Record Bureau (NCRB) and several senior officials of the Ministry of Home Affairs (MHA) and the State government were present in the meeting. During the discussions, HM Shah said that under the leadership of Prime Minister Narendra Modi, the three new criminal laws are becoming the protectors of civil rights and the basis of ‘ease of justice’. The Home Minister asked CM Dhami to implement the new criminal laws fully and across all parts of the state as soon as possible. HM Shah said that the new laws are victim and citizen-centric and they need to be implemented promptly with this spirit. The National Guard, with approval from a state's governor, can detain individuals, but the other branches of the military can offer mostly logistical support. WHAT WE FOUND A president has the executive power to deploy the military to assist with immigration enforcement, but there are legal limits on the role the military can play. The Posse Comitatus Act, a 143-year-old law, prohibits the president from using active-duty, full-time service members, such as soldiers or Marines, as a police force, according to the Brennan Center for Justice . That means federal military branches like the U.S. Army or Air Force can’t perform tasks such as detaining individuals or making arrests on U.S. soil, even under a national emergency declaration. David Bier, director of immigration studies at the Cato Institute, explained that active-duty service members, barred from acting like police under Posse Comitatus, would likely focus on non-law enforcement tasks. That could include building infrastructure, like temporary detention facilities, transporting detainees and providing armed backup for domestic law enforcement. The Posse Comitatus Act, however, does not apply to the National Guard, Peter Margulies, a law professor at Roger Williams University, told VERIFY. “The National Guard is a state militia and can be called out by the president with the cooperation of the state governors, and so you could have the National Guard from, let's say, Texas, be used for apprehension. That would not create Posse Comitatus issues,” Margulies said. Trump's post on Truth Social mentioned declaring a national emergency, but the president can request National Guard assistance or federal military assistance with or without declaring a national emergency , according to Chris Mirasola, a contributor for non-profit Lawfare. The Brennan Center for Justice explains that declaring a national emergency grants a president with swift authority during times of crises without waiting for Congressional approval, including diverting federal funds or resources. Both Bier and Margulies told VERIFY Trump's deportation agenda would likely face significant legal challenges and be subject to congressional oversight. And if he declares a national emergency, Congress has the ability to eventually terminate that declaration , but it would require passing a law with a veto-proof supermajority, “which is increasingly difficult in our polarized political environment,” Goitein told VERIFY. Military involvement in immigration enforcement is not unprecedented. In 2019, then-President Trump declared a national emergency to redirect military funds to construct the U.S.-Mexico border wall. More recently, President Joe Biden used a national emergency declaration to deploy the National Guard to the southern border to assist with processing and facility operations tied to drug enforcement. A new report made in consultation with people who use drugs calls for federal decriminalization, expanded access to overdose prevention sites and several other measures designed to mitigate and eventually end the toxic drug crisis. Seven calls for action are laid out by the Canadian Drug Policy Coalition, which over three years held 13 public consultations. The coalition said nearly 800 people were included in the meetings. Beeta Senedjani, the coalition's community policy and network co-ordinator, hopes the report will provide Canadians — and, crucially, policy makers — insight into the damage the crisis and a lack of available services are inflicting on communities. “I believe that in terms of the general public, there's a misunderstanding that what is happening is an increase in substance use, whereas really it’s the supply that's creating such devastating consequences. That's a nuance that I think is not fully understood.” The toxic drug supply, poisoned by an influx of fentanyl, has killed over 15,000 British Columbians since the provincial government declared a crisis in 2016, as well as over 47,000 Canadians. Data released by Statistics Canada on Dec. 4 shows in 2023, followed by Alberta and Saskatchewan. But the coalition's report also comes as federal and provincial governments backtrack from programs meant to confront the crisis. The B.C. NDP ended its decriminalization pilot program due to public outcry, and last month closed the addictions ministry while making the crisis the responsibility of . Premier David Eby has also by former chief coroner Lisa Lapointe to add non-prescription drugs to its safe supply program. A has led to the closure of social sites such as Nelson's Coordinated Access Hub earlier this year. Conservative Leader Pierre Poilievre has also promised to end funding for safe supply programs in favour of expanded treatment facilities if he is elected prime minister in next year's federal election. Senedjani criticized the politicization of the drug crisis. The coalition's report, she said, offers evidence instead of rhetoric. “Whenever the most marginalized people in our community are being targeted by politicians, we need to ask ourselves why, and really look at that with a critical view, because usually it's not in our best interest as a collective.” The report features 87 recommendations under seven calls to action. They include: 1. The collection of disaggregated statistics for drug fatalities and hospitalizations to better show how the crisis is impacting diverse communities such as Indigenous, African, Caribbean and Black peoples. Senedjani said current reporting typically focuses on age and gender, and doesn't include more specific demographics for communities that can be used to show how they are being impacted by the crisis in ways that differ from the rest of Canada. 2. Expansion of access to harm reduction services, which are designed for public use and don't feature specialized supports for racialized, Indigenous or LGBTQ2 peoples. Vancouver's SisterSpace, an overdose prevention site exclusive to women, is a model for how other services might cater to certain demographics. “We don't want to then further marginalize people who have multiple marginalized identities in being able to access services that are already so hard to access.” 3. Decriminalization of all criminal penalties for substance use. Senedjani said feedback heard during the consultations included people who were unable to receive healthcare because they had been labelled as seeking drugs by medical professionals, which also dismissed the validity of their health concerns. 4. The displacement of the toxic drugs with increased access to safe supply that includes drugs of known content and dosage. B.C.'s safe supply program distributes pharmaceutical opioids, which have been criticized as ineffective substitutes for alternatives such as lab-tested heroin. “We need to think about alternatives, and we need to think about ways to make this make sense and have this meet the needs of the devastating issue that we're facing today.” 5. Meaningful consultation, and compensation, with people who use drugs when developing policy. As an example, Senedjani referred to Reclaim Collection, an advocacy group made up of people with lived experience. 6. Expanded affordable housing availability as well as a more diverse range of options for people in need of services. Senedjani said the drug and housing crises in Canada are intertwined. “I think that people as individuals are being blamed for a housing crisis and a toxic drug crisis, when really these are structural, systemic issues that are happening clean across the country, and they require work at the same time on both of those prongs in order to improve social wellness and improve our communities well across the country.” 7. Expanded harm reduction services in housing and shelter settings. The consultations heard from shelter workers who were traumatized by finding people poisoned to death by drugs at their facilities. Senedjani said Toronto's Integrated Prevention and Harm Reduction Initiative, which was designed to address drug deaths in city shelters by including supervised consumption and mental health case management, is a model that other municipalities should consider. “It's important for shelter providers to look at developing proper harm reduction policies, because whether they like it or not it's going to happen, and so they might as well make it safe for everyone involved, including the person accessing the service and the people who are supporting them and trying to do their jobs in a in a proper way.”— Recommendations are independently chosen by our editors. They have no clue. No one on that team has walked into that stadium in burnt orange.” The rivalry broke up when Texas A&M left the Big 12 for the SEC in 2012. DES MOINES, Iowa -- Republican Rep. Mariannette Miller-Meeks won her reelection bid Wednesday after a recount confirmed her lead, helping her party pad its thin majority in the U.S. House and retain control of all four of Iowa’s congressional seats. Miller-Meeks said in a post on the social platform X that she was “deeply honored” after she defeated Democrat Christina Bohannan in a rematch of 2022, when Miller-Meeks won by 7 percentage points. The margin this year was much tighter — Miller-Meeks' lead over Bohannan was less than a percentage point, or fewer than 1,000 votes. “I am now looking forward to getting back to work in Washington to lower prices at the gas pump, grocery store and on prescription drugs, secure the border and help farmers," said Miller-Meeks, who represents the 1st District, which includes the eastern part of the state and a swath of south-central Iowa, including Johnson County, home to University of Iowa in Iowa City. Miller-Meeks earned a first term in Congress representing Iowa’s 2nd District when she defeated Democrat Rita Hart by just six votes in 2020. The Associated Press called this year's race at 4:02 p.m. ET on Wednesday. Miller-Meeks had declared victory earlier, but the AP had not yet called the race because the margin was close enough that it could prompt a recount. Critics said Biden’s action might embolden President-elect Donald Trump to pardon his allies, including the hundreds of people who invaded the U.S. Capitol in 2021 in hopes of overturning Trump’s loss to Biden in the 2020 election. Others defended the Hunter Biden pardon, saying the president was protecting his son from a campaign of retribution Trump has promised to wage against his political opponents. The elder Biden issued the pardon Sunday, sparing his 54-year-old son from a possible prison sentence for federal gun and tax convictions. The president had previously promised he would not pardon his son. “President Biden’s decision put personal interest ahead of duty and further erodes Americans’ faith that the justice system is fair and equal for all,” U.S. Sen. Michael Bennet, D-Colo., wrote on the X social media site Monday. “While as a father I certainly understand President @JoeBiden’s natural desire to help his son by pardoning him,” Gov. Jared Polis wrote on X, “I am disappointed that he put his family ahead of the country. This is a bad precedent that could be abused by later Presidents and will sadly tarnish his reputation.” Referencing Hunter Biden’s struggles as a recovering drug addict, Polis added: “Hunter brought the legal trouble he faced on himself, and one can sympathize with his struggles while also acknowledging that no one is above the law, not a President and not a President’s son.” One of the state’s Democratic members of Congress also called the pardon “a mistake.” “Presidents hold enormous power and responsibility and must be held to a higher standard,” Rep. Jason Crow wrote on X . “They must instill trust and promote the American people’s faith in their democracy. And right now, upholding the fabric of our democracy is one of our most important tasks.” Others wondered how Biden could justify his action while not pardoning others who had suffered more. “There are a trail of shattered homes and broken families as a result of convictions for some of the crimes that Hunter was just absolved of. Dobbins suffered a sprained knee during the Chargers’ loss to the Baltimore Ravens on Monday night and is likely to be sidelined for Sunday’s game against the Atlanta Falcons. Coach Jim Harbaugh said Wednesday he “didn’t really know how to categorize” the injury, however. “He’s working through something with his knee,” Harbaugh added. The NFL Network, citing an unnamed source, said Dobbins would be out this week. Dobbins gained 40 yards on six carries before he was sidelined in the second quarter of the Chargers’ 30-23 loss on Monday. The Chargers turned to Gus Edwards and Hassan Haskins in Dobbins’ absence in the second half, but relied almost exclusively on their passing game after trailing 14-13 at halftime. The Chargers (7-4) rushed only five times in the second half. Overall, Edwards had nine carries for 11 yards and one touchdown and Haskins had one carry for 3 yards. Quarterback Justin Herbert rushed four times for 29 yards and one touchdown, a 5-yard scramble on the Chargers’ first drive of the game. Edwards’ 1-yard touchdown run came on their final possession. “Gus is heating up,” Harbaugh said. “Great to have him back in there.” Edwards has rushed for 206 yards and one touchdown on 63 carries in seven games, spending four games on injured reserve because of an ankle injury. By Olusegun Adeniyi The rule of law is underwritten by fundamental assumptions. One, that the law is fair to all and that citizens can approach the court expecting to obtain justice irrespective of their station in life. Two, that judges who interpret the law and dispense justice will be above reproach and remain impartial. Three, that an independent, orderly judiciary will be self-regulating. Unfortunately, recent developments in Nigeria only point to a betrayal of nearly all these foregoing assumptions. Last week, the Senate passed a resolution asking President Bola Tinubu to sack Danladi Umar as chairman of the Code of Conduct Tribunal (CCT) over sundry allegations of corruption and misconduct. But the provisions of Section 157 (1) of the 1999 Constitution (as amended) on which the resolution was anchored do not support what the Senate did. There is a difference between the Code of Conduct Bureau (CCB) and the CCT and you expect Senators to know that. It would take the votes of two thirds of members of both chambers (Senate and the House of Representatives) for the president to remove the CCT chairman. Apparently mindful of this lacuna, the House on Tuesday invoked the proper law, Section 17 (3), Part 1, Fifth Schedule of the 1999 Constitution (as amended) to complete the process with their concurrence that Umar be removed. The second issue is the presidential action that preceded the two resolutions. On 13th July this year, then presidential spokesman, Ajuri Ngelale, announced “the appointment of Dr. Mainasara Umar Kogo as the Chairman of the Code of Conduct Tribunal (CCT),” as directed by the president. “Kogo is a seasoned lawyer and analyst in the fields of law, security, economy, politics, and international diplomacy,” Ngelale further said. I assumed at the time that Umar’s tenure had lapsed, or he had quietly resigned. Evidently, that is not the case. With both Umar and Kogo claiming to be CCT chairman, the National Assembly has merely covered up for a presidential lapse of judgement on the matter. The third and perhaps most substantive issue relates to the charges against Umar. First sworn-in as acting CCT chairman in 2007 at age 36 despite his thin résumé, Umar became the substantive chairman in 2011. And in the past 13 years, there have been several allegations of impropriety against him. In January 2018, for instance, the Economic and Financial Crimes Commission (EFCC) accused Umar of demanding and receiving bribes from one Rasheed Owolabi Taiwo, a defendant standing trial before the CCT for “favours to be afterwards shown” to him. Besides, Umar also has a notorious reputation in Abuja. Asked to repark his vehicle that was obstructing other customers at Banex Plaza on 8th April 2021, Umar (who drove himself that day and would later make a big deal of it in a reckless statement) adopted the usual Nigerian Big Man disposition of ‘Do you know who I am?’ by assaulting a security man. When the video went viral, he claimed to be the victim of assault by ‘Biafran boys’, thus profiling shop owners at the commercial complex. In calling for a full investigation into the incident at the time, the Nigerian Bar Association (NBA) expressed its displeasure at the “display of naked power by a public officer especially one who, by virtue of his high office, is expected to exhibit a high standard of conduct.” Given the foregoing, Umar’s removal is long overdue. But what I find rather surprising is that his defenders are citing the crisis orchestrated by the removal of a former Chief Justice of Nigeria (CJN), Justice Walter Onnoghen to canvass for due process on the matter. This same Umar was a willing tool in the hands of President Muhammadu Buhari and his Attorney General and Justice Minister, Abubakar Malami, SAN, for that judicial act of infamy. Now that his misdeeds have caught up with him, Umar is seeking equity with unclean hands. However, the bigger lesson in this saga is for the judiciary. In my presentation at the 2024/2025 Legal Year ceremony of the National Industrial Court of Nigeria (NICN) in Abuja on 9th October, I made a general point about justice administration in Nigeria with a clear distinction between ‘rule of law’ and ‘rule of judges’. The latter, as I said, is a situation in which a judge places himself/herself above the law. “Regrettably, the loud and overpowering noise of the latter is becoming definitive of Nigeria’s judiciary in the perception of most people,” I concluded. “Nothing gives better expression to that than the statement, ‘Go to Court’ by conscious wrong-doers, often followed by ‘Go on appeal’ by their hand-in-glove judges.” In his highly entertaining book, ‘Judges’ which I once referenced on this page, Lord David Philip Pannick used the lesson of history in both the United Kingdom and United States to highlight what could happen when the people lose faith in the judicial process. “Some judges have received more than their just deserts for injudicious behaviour. In the 13th century, Andrew Horn alleged that in one year, King Alfred caused 44 judges to be hanged as homicides for their false judgments. In 1381, a mob pursued the Lord Chancellor, Simon de Sudbury, and cut off his hand. One year later, Lord Chief Justice Cavendish was killed after being apprehended by a mob and subjected to a mock trial in which he was sentenced to death,” Pannick, a member of the House of Lords and the Blackstone Chambers, wrote. “In 1688, the infamous judge Jeffreys, by then the Lord Chancellor, went into hiding when James II fled the country. Jeffreys was captured in Wapping when he was recognized in a tavern by a man who had been a dissatisfied litigant in his court. (The man had won his case, but Jeffreys had been rude to him and kept him waiting). Jeffreys was put in the Tower of London, where he died in 1689.” We are living in an age when the past bears an uncanny resemblance to the present. It is therefore important for the National Judicial Council (NJC) to begin dealing with deviant behaviours among its members. Authorities in the judicial sector must not allow a situation in which the people would openly turn against our men and women on the bench. This requires an urgent need for internal cleansing. May the day never come in Nigeria when an enraged public would begin to disrobe otherwise eminent judges in the marketplace! What the Yoruba People Have Lost “Chief Lóògò Bámútùlá explains, ‘I grew up amid deities...In the house, the gods talked audibly and clearly. They spoke precise human language...’ This is a Chief who actively remembers his ancestors, who offers his own stories of a life lived through the Nigerian Civil War and beyond, and whose clients include those of many different affiliations. His practices include prayer, festival, charms, psychiatric care, pharmaceutical and medical interventions, and resolving curses, reminding us of the complex rituals and acts that make up what we call religion...” The foreword by Laura Nasarallah, Scholar of Ancient Christianity and Buckingham Professor of New Testament Criticism and Interpretation at Yale University, United States, leads us to the story of an extraordinary man who had no formal education yet imbued with the power/knowledge to cure many ailments. Described as a “ritual specialist, native botanist and family patriarch” by Arthur Kleinman, Professor of Psychiatry at Harvard Medical School in the blurb, Chief David Akinsawe Bámútùlá of Ile-Oluji in Ondo State is not only a cultural avatar but also a symbol of the body of knowledge in Yorubaland that is gradually going into extinction. But how did I get to read the manuscript of the coming book by Harvard Professor, Jacob Olupona, co-authored with Oluwole Akinyosoye who worked briefly at The Guardian newspaper before venturing into the oil and gas industry? To get away from the drama of ‘birthday’ which holds no significance for me (village people don’t celebrate birthday), I try to take my annual holiday from the first week in November though the get-away gambit almost failed this year due to a delayed visa renewal process. But in the past two weeks, I have visited New York, Washington DC and Toronto (Canada) before finally arriving at my main destination in Boston, Massachusetts. For the past 15 years, Professor Olupona and his wife, Josephine Modupe, have been guardian angels for my family. But for me the real attraction in always holidaying with them is not so much the warm hospitality but rather the knowledge and insights I gain from Professor Olupona who always enjoys having me around. It’s much like being in school. In the process of discussing the current situation with the traditional institution in Yorubaland, Olupona told me of a coming book, ‘In the Twilight of Time: A Biography of an African Medicine Man’ he co-authored with Akinyosoye. And the moment he handed me the manuscript, I could not put it down. Chief Lóògò and the late Professor Thomas Adeoye Lambo were contemporaries and friends who pursued the same vocation in psychiatric healing though the latter was trained by the best Universities around the world. Lambo, a globally renowned psychiatrist and former Vice Chancellor, University of Ibadan (1967 to 1971) later became the World Health Organisation (WHO) Deputy Director General. Being senior to Lambo who was born on 29 March 1923, that means Chief Lóògò is well beyond 100 years in age. Lambo, Chief Lóògò recalls, usually sent a vehicle to pick him up for meetings of the association of Nigerian traditional healers where they always sat beside each other. “He was not much of a herbalist; he was a professor, an audacious fellow, ever ready to experiment,” Chief Lóògò told the authors in one of the numerous interviews conducted for the book. “Lambo chose to test me, when we needed to display the efficacy of charms at a conference in Iganmu, Lagos. Everybody was thrilled at the results.” The second foreword to the manuscript, by HRM Oba Olufaderin Oluwole Adetimehin, Jimoko II of Ile-Oluji Kingdom, Ondo State, is significant in several respects. “I found his (Baba Lóògò’s) elucidation on Yoruba culture fascinating, especially his explanations of conceptual nuances of Olóògún (Ògún devotees) and Olóògùn (traditional pharmacist) and the differences between Babaláwo (Ifá diviner) and Onísègùn (traditional healer)” wrote the royal father, a former president of the Chartered Insurance Institute of Nigeria (CIIN). “The elucidations reveal Baba Lóògò’s rich repository of Yoruba lore and culture.” I am sure the Ile Oluji Monarch must also have learnt a great deal about our past, especially considering how Yoruba Obas are now being abducted right in their palaces. In the days of yore, criminals who dared such a sacrilegious enterprise would have had to contend with ‘Sìgìdì’. Explaining how Sìgìdì provided security for powerful people in the past, Chief Lóògò illustrated his point with the experience of his own father from whom he inherited trado-medicine. “If an evil person is approaching, the Sìgìdì would ambush them before we know and announce their arrival after the task, ‘Baba, we are back.’ Father would respond, ‘You are welcome...You will eat tomorrow. Your mealtime is tomorrow’. I knew then that a goat would be slaughtered the following day. The Sìgìdì often alerted my father whenever danger lurked. Sometimes, Father would command the Sìgìdì to confront the attackers, and they (the attackers) would shoot, unaware that they were not aiming at physical objects.” In Yoruba cosmology, according to the authors, “sacred beings are presented in hidden forms. When one greets a king, either he will move his Ìrùkẹ̀rẹ̀ (flywhisk, a symbol of office) or have his courtiers speak on his behalf,” while expanding on how traditional authority was revered in the past. “The king himself is an Òrìṣà, and silence reflects his elevation and divinity; it is part of the reason that the king garners respect and honour.” Not these days when traditional rulers compete with ‘slay queens’ to throw tantrums on social media! Allow me to make an upfront admission here. I am a Christian who believes in the Bible, and I take my faith very seriously. But I have often wondered about some of the things I witnessed growing up in the village. I can still picture in my mind several traditional healing methods we now consider ‘occultic’. What makes knowledge and wisdom valid? Should knowledge be only those which cement or affirm the existing power structure and epistemology? These, according to Olupona, were some of the questions that prompted their research into the life and career of Chief Lóògò, and it is something I could relate with regarding the way we dismiss (or even criminalise) what we do not understand in Nigeria, because of a lack of curiosity that now defines public engagement and the intellectual space. I recall the controversy that trailed the release about two decades ago of Tunde Kelani’s ‘Agogo Èèwò’ (the gong of taboo). Written by the late acclaimed authority on Yoruba tradition and culture and National Merit Award Winner, Professor Akinwumi Isola, the National Films and Censors Board wanted to ban it at the time. Some of the parts they queried were when the character played by Abiola Atanda (aka Madam Kofo) was carrying rituals and where the herbalist (Akinwunmi Isola) was consulting the Ifa oracle with chants. The verses they considered objectionable are: “Af’ipá l’ówó won kìí kádún” (Seekers of wealth by forceful means do not last); “Afi wàràwàrà l’ówó bí ológun kìí dòla...” (Seekers of instant wealth who employ military brute force do not live long). Not much has changed since then. Chief Lóògò explained the different types of preventive traditional medicines to the authors. “Apparently, ‘Ayeta’ (bullet repellent medicine) as described by Chief Lóògò is not designed for a continuous assail of bullets but to protect against ambush or assassination and allow one to readjust himself for a fight or flight in a war situation,” they wrote. But the authors also lament how “Important trees, leaves and herbs are disappearing in their large numbers, even in Chief Lóògò’s backyard, due to human-induced climate change,” while revealing the contradictions in our society based on the revelations by Chief Lóògò fully captured in the manuscript. “Despite their outrage on his methods and their keeping public distance from him, we find from his dispositions that Christians and Muslims, including notable politicians, secretly patronise him.” It is interesting that Chief Lóògò believes that only God can heal, while also admitting that the same God can use anything and any vessel. “Look at Moses with only a rod. He did great wonders. There was nothing in that rod; It was just a symbol of God’s power,” said Chief Lóògò who then argues, “God is not averse to using medicine to heal the sick. They call the ‘trado-medical’ practitioner ‘Agbomolà’, one who saves the lives of men and women, young and old. Can God be upset with someone for saving another man’s life?” Meanwhile, Chief Lóògò has abandoned his practices and the family deities after embracing Christianity. “I converted to retrace, redirect my path, and change my family’s fortunes...I beg God daily to forgive my sins and those of my lineage.” When the authors inquired whether jettisoning Ògún, the deity he once served as its high priest, was due to pressure from his children, Chief Lóògò replied, “Ògún came to earth on his own volution just like Sàngó and other Yoruba deities. God did not send him here. I discovered that Ògún is opposed to God, so I decided to part ways with him and embrace God.” And the depth of his new-found faith can be glimpsed from this line: “I know my time (on earth) is far spent; my prayer is for Jesus to help me make it to heaven.” The main concern for me is that we have lost the traditional healing methods embraced by other societies. Having visited China several times, I have had the opportunity of seeing expansive herbal/traditional medical centres. During the Covid-19 pandemic in 2020, China’s National Health Commission revealed that about 90 percent of their nationals infected with the virus took some form of traditional medicine to treat their symptoms. These traditional remedies, according to the Chinese, helped to alleviate symptoms, reduced the severity of the virus, improved recovery and reduced mortality rate. Growing up in the village, most of us also took these herbs that are now being derided, so we are aware of their efficacy. In the past, I have used Richard Niebuhr’s book, ‘Christ and Culture’, to demonstrate how Christians have attempted to deal with the challenge of their faith against the background of traditional beliefs and customs. Niebuhr identifies five approaches which he listed as: Christ against Culture; The Christ of Culture; Christ above Culture; Christ and Culture in Paradox and Christ the Transformer of Culture. EL SEGUNDO — Running back J.K. Dobbins suffered a sprained knee during the Chargers’ loss to the Baltimore Ravens on Monday night and is likely to be sidelined for Sunday’s game against the Atlanta Falcons. Coach Jim Harbaugh said Wednesday he “didn’t really know how to categorize” the injury, however. “He’s working through something with his knee,” Harbaugh added. The NFL Network, citing an unnamed source, said Dobbins would be out this week. Dobbins gained 40 yards on six carries before he was sidelined in the second quarter of the Chargers’ 30-23 loss on Monday. The Chargers turned to Gus Edwards and Hassan Haskins in Dobbins’ absence in the second half, but relied almost exclusively on their passing game after trailing 14-13 at halftime. The Chargers (7-4) rushed only five times in the second half. Overall, Edwards had nine carries for 11 yards and one touchdown and Haskins had one carry for 3 yards. Quarterback Justin Herbert rushed four times for 29 yards and one touchdown, a 5-yard scramble on the Chargers’ first drive of the game. Edwards’ 1-yard touchdown run came on their final possession. “Gus is heating up,” Harbaugh said. “Great to have him back in there.” Edwards has rushed for 206 yards and one touchdown on 63 carries in seven games, spending four games on injured reserve because of an ankle injury. Harbaugh was uncertain whether Dobbins’ injury would force him onto the injured reserve list and a minimum of a four-game layoff. “Don’t know that yet,” Harbaugh said of the possibility of Dobbins going on IR. Haskins has rushed for 26 yards and one touchdown on 13 carries, primarily playing an impactful role on special teams. Rookie Kimani Vidal, another possible replacement for Dobbins, has rushed for 44 yards on 18 carries and caught three passes for 49 yards and one touchdown. Dobbins has rushed for a team-leading 766 yards (fourth in the AFC) and eight touchdowns on 156 carries. He and Edwards signed with the Chargers in the offseason as free agents after starting their careers with the Ravens. Dobbins, 25, has had an injury-plagued career, but hasn’t missed a game so far this season. His 2023 season ended early after he sustained a torn Achilles tendon in the Ravens’ season opener. Herbert is the Chargers’ second-leading rusher with 211 yards and two touchdowns on 45 carries, most coming on scrambles away from on-rushing defenders. He set a career-high with a 38-yard scramble in the first quarter of the Chargers’ 26-8 victory over the New Orleans Saints on Oct. 27. SAMUEL (NON) UPDATE Cornerback Asante Samuel Jr. hasn’t played since the Chargers’ loss to the Kansas City Chiefs in Week 3, placed on injured reserve because of a shoulder injury. Harbaugh declined to speculate whether Samuel would be sidelined for the remainder of the season, referring questions to Samuel. Samuel isn’t required to speak to reporters while on IR. So, his extended absence has been something of a mystery. However, his absence has opened the door for rookies Cam Hart and Tarheeb Still to move into the starting lineup. Hart is sidelined by an ankle injury that required him to wear a protective boot while watching Monday’s game from the sideline. Still has been a reliable fill-in with 33 tackles and one interception. “No, I don’t expect him back this week,” Harbaugh said of Samuel. In somewhat related moves, the Chargers placed cornerback Eli Apple on injured reserve because of a hamstring injury suffered against the Ravens. They also claimed safety Marcus Maye off of waivers. Maye played 11 games this season with the Miami Dolphins, who cut him earlier this week. Maye started three games and had 30 tackles overall for the Dolphins. CHARK’S STATUS Wide receiver DJ Chark Jr. started the season on injured reserve, but he hasn’t cracked the lineup consistently after recovering from a hip injury. Chark was active for only one game this season, the Chargers’ Nov. 10 victory over the Tennessee Titans , and he was on the field for only one snap. “The opportunity is there, the opportunity is there,” Harbaugh said of Chark, a seven-year NFL veteran. “I really like what I see. They straightened it out in overtime, no sweat, because Sam Darnold simply hasn't been fazed. Save for his occasional rash of turnovers, in games the Vikings still managed to win, Darnold proved again on Sunday in defeating the Bears that he's directing a passing attack with the potential to be one of the NFL 's most potent. “I think he’s a mentally tough guy. I think he’s a physically tough guy. I think he’s confident in the guys around him, and I think he’s confident in our system,” coach Kevin O'Connell said after the 30-27 victory. “I think when he just continues to play quarterback at a high level, I think we’re a tough team.” After the defense forced the Bears to punt on the opening possession of overtime, Darnold led the Vikings on a 68-yard drive to set up the game-ending field goal while overcoming a 7-yard sack on the first play and two subsequent setbacks with a false start and a holding penalty. On third-and-10 from the 21, he hit Jordan Addison near the sideline for 13 yards. On first-and-15 from the 29, Darnold threaded a throw to Justin Jefferson for 20 yards after he'd muscled his way through Bears cornerback Jaylon Johnson on a post route for the clutch catch after he'd been all but silenced all afternoon by a defense determined to constantly bracket him with double coverage. On second-and-11 from the 48, Darnold connected with a wide-open T.J. Hockenson underneath for 12 yards. Then two plays later off a second-and-8 play-action fake, he found Hockenson again on a deep corner route for 29 yards to put Parker Romo in prime position for the walk-off winner. “Just execute. It’s as simple as that. Just one play at a time," said Darnold, who went 22 for 34 for 330 yards and two touchdowns without a turnover. “I think I tell the guys that every single time in the huddle, but that’s my mindset every single time I’m out there on the field, especially in that situation.” Even when Jefferson continues to draw an extraordinary amount of coverage , the Vikings with Addison, Hockenson, Aaron Jones and the rest of their crew running O'Connell's system have proven they have an offense that can go win a game when it's required. That wouldn't be possible without Darnold, whose career rebirth has helped spark the Vikings (9-2) become one of the league's biggest surprises in what's now its most difficult division. “He’s cool, calm, collected,” Hockenson said. "That’s what you want as the leader of the huddle.” What's working The Vikings' defense ranks ninth in the league on third downs, allowing a conversion rate of 34.5% after limiting the Bears to a 6-for-17 performance. The Vikings are tied for first on fourth downs with an allowance of 36.4% after the Bears went 2 for 3. Both conversions came in the fourth quarter during touchdown drives. The Vikings also rank fourth in the NFL in opponent points per drive (1.52). What needs help The Vikings had seven possessions that crossed the 20-yard line in Chicago, but only three of them yielded touchdowns. Mundt also had the false start on the overtime drive. His lone catch was a 7-yard gain when he was stopped short of the goal line, one play before the lost fumble. Mundt played 33 of 71 snaps and Hockenson took 48 snaps with Oliver out. Injuries The Vikings lost LT Cam Robinson (foot) and LB Ivan Pace (hamstring) to injuries in the first quarter against the Bears, and O'Connell said on Monday those players were still in "evaluation mode." By JOSH BOAK WASHINGTON (AP) — Donald Trump loved to use tariffs on foreign goods during his first presidency. But their impact was barely noticeable in the overall economy, even if their aftershocks were clear in specific industries. The data show they never fully delivered on his promised factory jobs. Nor did they provoke the avalanche of inflation that critics feared. This time, though, his tariff threats might be different . The president-elect is talking about going much bigger — on a potential scale that creates more uncertainty about whether he’ll do what he says and what the consequences could be. “There’s going to be a lot more tariffs, I mean, he’s pretty clear,” said Michael Stumo, the CEO of Coalition for a Prosperous America, a group that has supported import taxes to help domestic manufacturing. The president-elect posted on social media Monday that on his first day in office he would impose 25% tariffs on all goods imported from Mexico and Canada until those countries satisfactorily stop illegal immigration and the flow of illegal drugs such as fentanyl into the United States. Those tariffs could essentially blow up the North American trade pact that Trump’s team negotiated during his initial term. Chinese imports would face additional tariffs of 10% until Beijing cracks down on the production of materials used in making fentanyl, Trump posted. Business groups were quick to warn about rapidly escalating inflation , while Mexican President Claudia Sheinbaum said she would counter the move with tariffs on U.S. products. House Democrats put together legislation to strip a president’s ability to unilaterally apply tariffs this drastic, warning that they would likely lead to higher prices for autos, shoes, housing and groceries. Sheinbaum said Wednesday that her administration is already working up a list of possible retaliatory tariffs “if the situation comes to that.” “The economy department is preparing it,” Sheinbaum said. “If there are tariffs, Mexico would increase tariffs, it is a technical task about what would also benefit Mexico,” she said, suggesting her country would impose targeted import duties on U.S. goods in sensitive areas. Related Articles House Democrats on Tuesday introduced a bill that would require congressional approval for a president to impose tariffs due to claims of a national emergency, a largely symbolic action given Republicans’ coming control of both the House and Senate. “This legislation would enable Congress to limit this sweeping emergency authority and put in place the necessary Congressional oversight before any president – Democrat or Republican – could indiscriminately raise costs on the American people through tariffs,” said Rep. Suzan DelBene, D-Wash. But for Trump, tariffs are now a tested tool that seems less politically controversial even if the mandate he received in November’s election largely involved restraining inflation. The tariffs he imposed on China in his first term were continued by President Joe Biden, a Democrat who even expanded tariffs and restrictions on the world’s second largest economy. Biden administration officials looked at removing Trump’s tariffs in order to bring down inflationary pressures, only to find they were unlikely to help significantly. Tariffs were “so new and unique that it freaked everybody out in 2017,” said Stumo, but they were ultimately somewhat modest. Trump imposed tariffs on solar panels and washing machines at the start of 2018, moves that might have pushed up prices in those sectors even though they also overlapped with plans to open washing machine plants in Tennessee and South Carolina. His administration also levied tariffs on steel and aluminum, including against allies. He then increased tariffs on China, leading to a trade conflict and a limited 2020 agreement that failed to produce the promised Chinese purchases of U.S. goods. Still, the dispute changed relations with China as more U.S. companies looked for alternative suppliers in other countries. Economic research also found the United States may have sacrificed some of its “soft power” as the Chinese population began to watch fewer American movies. The Federal Reserve kept inflation roughly on target, but factory construction spending never jumped in a way that suggested a lasting gain in manufacturing jobs. Separate economic research found the tariff war with China did nothing economically for the communities hurt by offshoring, but it did help Trump and Republicans in those communities politically. When Trump first became president in 2017, the federal government collected $34.6 billion in customs, duties and fees. That sum more than doubled under Trump to $70.8 billion in 2019, according to Office of Management and Budget records. While that sum might seem meaningful, it was relatively small compared to the overall economy. America’s gross domestic product is now $29.3 trillion, according to the Bureau of Economic Analysis. The total tariffs collected in the United States would equal less than 0.3% of GDP. The new tariffs being floated by Trump now are dramatically larger and there could be far more significant impacts. If Mexico, Canada, and China faced the additional tariffs proposed by Trump on all goods imported to the United States, that could be roughly equal to $266 billion in tax collections, a number that does not assume any disruptions in trade or retaliatory moves by other countries. The cost of those taxes would likely be borne by U.S. families, importers and domestic and foreign companies in the form of higher prices or lower profits. Former Biden administration officials said they worried that companies could piggyback on Trump’s tariffs — if they’re imposed — as a rationale to raise their prices, just as many companies after Russia’s invasion of Ukraine in 2022 boosted food and energy costs and gave several major companies the space to raise prices, according to their own earnings calls with investors. But what Trump didn’t really spell out is what might cause him to back down on tariffs and declare a victory. What he is creating instead with his tariff threats is a sense of uncertainty as companies and countries await the details to figure out what all of this could mean. “We know the key economic policy priorities of the incoming Trump administration, but we don’t know how or when they will be addressed,” said Greg Daco, chief U.S. economist at EY-Parthenon.
